GPU load 50% on 2x gtx 650 ti boost running SLI

Alright, I have a major problem that I can't find any information on anywhere... I recently upgraded my GPU's from 1 radeon 6670 to two EVGA GTX 650 ti boosts running in SLI mode. I am running a 3 monitor 5760x1080 setup and have scoured the web looking for a fix for my problem. And, while there is some information out there, most of all responses are "you must be CPU or RAM bound and that's limiting your GPU." I can assure you that is not the case...

I am running a fx8350 @ 4.6Ghz with 16 gigs of RAM. In any game that I play my GPU's will only utilize a maximum of 50% load. While it would make sense that I would be limited by my processor, I am at no point utilizing more than 40% load on the CPU and am using approximately 5.9 GB of RAM for the game I'm running (Planeside 2). Inside the game, it's currently saying I'm GPU bound and am stuck at a measly 60 FPS, with the GPU saying 50% load on both cards, I am 100% positive I have more room to get gains. My CPU is using a max of 35% load.

I'm at a loss here... I don't understand the problem. Unless perhaps it's a BIOS problem. I am at no point getting more than 35% load on my CPU and in-game I am CPU bound. It can't be memory because I don't use more than 7 GB during gameplay.

I just want to get it to take on more load. I don't understand why the GPU will go to 100% load when I disable SLI mode, AND it gets smoother and a higher framerate inside games (I've tested on multiple games, not just planetside 2, which is poorly optimized for SLI to begin with.)

This just shouldn't be the case. I need it to take MORE LOAD on the CPU and the GPU... How do I do this? I've tried different drivers, NVidia inspector forcing Alternate Frame Rendering, and lots of other "fixes" that simply did nothing...

And I don't want to hear that the problem is my 8 core CPU, and that games aren't optimized to use all 8 cores. Because Planetside and all the other games I've tested do use all 8 cores. In any case, even if those games only would utilize 4 cores I still should get up to 50% CPU load on my system. The only thing I can think of is it's the Hyper-V support.. I have it turned on evidently... And Virtualization is disabled for some reason as well.... Can someone give a man some answers! I didn't spend all this money on this system to get worse performance than before!

I have an fx8350 Black Edition running on a 990fx-UD3 if that is helpful to anyone.

you are stuck at 60 fps? disable v-sync.

V-sync is not enabled. I would have included that in my post if it was. Sometimes I'm getting 25 FPS with 30% CPU load and 50% GPU load. The problem is NOT V-Sync..

According to this thread it's either v-sync or CPU bottleneck (possibly something with the PSU?)

Although this is not what you wanted to hear, I don't think that you'll get other solutions
