Best Graphic card for PCI version 2.0 slots

After a month research i got to know that all version 3.0 cards are fully backward compatible with version 2.0 slots

Is this really true?

and based on my configuration what will be the best graphic card for my mobo and PSU

My PC configuration:
CPU: AMD Athlon 64 X2 6000+
Motherboard: M2N-MX SE
3GB RAM
400GB HDD
400W Circle (Indian brand) PSU.

with your low wattage power supply the 7750 or the r7-250/240 cards that replaced it.

First, to answer your original question, yes PCIe is forward and backwards compatible with all generations. However, PCIe 3.0 allows nearly twice the amount of data throughput as PCIe 2.0, however, that really doesn't matter as no PCIe 3.0 card can supply enough information to exceed the information throughput maximum of a PCIe 2.0 interface, so in short, any PCIe card you get will work at 100% efficiency on your PCIe 2.0 x16 slot.

As for the HD 7750, yes it should work just fine, even though I don't know how many amps run on your 12 V rail, but few if any 300+ W PSUs can't supply an HD 7750.

However, your CPU is incredibly weak. It's so outdated and weak that most games will result in your CPU bottlenecking your GPU. I recommend you get a new motherboard and a new CPU, because that current CPU will seriously reduce the performance gains your see from any new graphics card.

O so I checked on my PSU and it says DC output +12 V 14A. will it supply good power to
'Asus AMD/ATI HD 6670 1 GB GDDR5 Graphics Card' or
NVIDIA GeForce GT 630 1GB DDR5 at least

the 6670 should work...if i was you i toss in a better power supply 168w on the 12v line is real low.
