Do AMD fx CPU's have less chance of bottenecking a GPU dependant on the amount CPU of cores?

I just don't understand why some people say a fx 4350 can't handle a gtx 780 and a fx 8350 can. What does it matter if they can only use a certain amount of cores in games?

A CPU has to be able to feed enough data to the GPU for it to run optimally, if you were to play a game and check the two and find the CPU running at like 100% and the GPU loafing along at 70% then the CPU is bottlenecking the GPU, it's not fast enough, and the number of cores can play in, but it's the overall power that is most important
