I am wondering if i should get an R9 270x with a Samsung 840 Evo 120gb SSD or get a R9 280x without the SSD. I am probably going to get the i5-3470 with a MSI Z77A G45 MOBO if that makes any difference.

Solution
if your main purpose is gaming, then buy strongest graphics card..so you'll need R9 280x.
Because you'll need frames rate as high as possible..
but..
if your main purpose is general computing and productivity, exp: 3D design, graphics design etc etc, then you'll need SSD Drive..because you'll need fast loading time while execute many programs..

Well you'd get better gaming performance with a better GPU. The thing the SSD would do is increase load speeds. So do you want better FPS or quicker loading?

As far as pricing for your CPU/Mobo
PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-3450 3.1GHz Quad-Core Processor ($194.98 @ SuperBiiz)
Motherboard: MSI Z77A-G45 ATX LGA1155 Motherboard ($113.98 @ SuperBiiz)
Total: $308.96
(Prices include shipping, taxes, and discounts when available.)

I'd recommend this:
[PCPartPicker part list](http://pcpartpicker.com/p/lduT) / [Price breakdown by merchant](http://pcpartpicker.com/p/lduT/by_merchant/) / [Benchmarks](http://pcpartpicker.com/p/lduT/benchmarks/)

Type|Item|Price
:----|:----|:----
**CPU** | [AMD FX-8350 4.0GHz 8-Core Processor](http://pcpartpicker.com/part/amd-cpu-fd8350frhkbox) | $184.99 @ NCIX US
**Motherboard** | [Gigabyte GA-990FXA-UD3 ATX AM3+ Motherboard](http://pcpartpicker.com/part/gigabyte-motherboard-ga990fxaud3) | $114.99 @ NCIX US

And possibly add to it like this:

Price/Performance. If you are willing to shell out around 350+ for a CPU alone to compete with the 8350, that's up to you.
The 8350 has high overclock potential, and it's like AMD vs nvidia. AMD is the better budget choice.
(R9 290x beats a Titan at half the cost)

Besides, if you play BF4 or Crysis 3, quad core's are choking now running at 100% load-and many players complaining. Where as I on a 8120 running at 4.55ghz currently, on BF4 ran at ~55-60% CPU usage and in Crysis 3 ~90% CPU usage.

It doesn't make a difference regardless. It boosts load times, and for the OS-it boosts boot time. That is pretty much it. Sure read and write speeds are improved-but if you will be gaming (which with a R9 280x-he probably will), then the SSD is pretty much non-beneficial performance wise.

Brand doesn't really matter. MSi has a good one with overclocking ands software to go along with it and some of the best cooling (and quiet).
But they'll all perform the same and have almost identical OC abilities.
The difference in brand is if they're pre OC'ed, and the cooling on them (and of course aesthetics).

EVGA and Asus have overclocking software as well, and good cooling, but people with those cards still prefer to use Afterburner.
As far as pricing, I like MSi again:

Or you can get the 7970 with 3 free games, which essentially is the R9 280x.
