So today, while surfing the internet,

Is installing Windows 8 in this, possible ?
Will it be able to run Windows files like Turbo C++ etc. ?

In theory booting Windows 8 RT is possible on ARMv7 compatible devices. However, the ARM platform lacks a standard bootstrap and Windows 8 RT is only available through OEM channels.. Windows 8 can be installed on any PC that has BIOS or UEFI compliant firmware, but ARM has no such analogue. Even then, Windows 8 RT would only be able to run binaries compiled for ARMv7 not binaries compiled for i386, i686 or x86_64

I'm actually looking for a mini-cpu then this thing popped up in my search....
Any mini-cpu that you know of and also is cheap like this one ?

You won't be able to find any good ones on the cheap. There's a few out there based on Intel Atom microprocessors but they're expensive and Atom has some compatibility issues.

The most affordable x86 mini computers that I can think of are the AMD APU based mini PCs. You can find some under the Zotac ZBOX lineup, but they may be outside of your budget.

Oh, you mean the mini PCs, they start around $200 but most are clustered around $250 to $300
