Which is the better option?

If you had the option to pick between these two sets of components for next generation gaming which would you choose and why?

1) I5 4670k @ 4.4 Ghz ; GTX 760 ; GA-Z78-HD3; H80i watercooler ; 128gb solid state drive
2) FX-8350 @4.4/4.5 Ghz ; Radeon HD 7950; GA-990XA-UD3; 212 Evo Plus; No SSD
 
You'll be playing at such a low resolution?
There's no point of spending so much on your components then.
If you plan to game at that resolution and not upgrade your money, then I would go with an i5-4430 and H87 chipset motherboard with a Radeon HD 7870. Although you won't be able to overclock the processor, you should still max out any games at that resolution.

im kinda a fps freak - i love playing games over 60fps and with more demanding games comming out like bf4 i intend to play on ultra at 1680*1050 and still float above 60fps - that is why i am spending this much on the components

Good idea. Plus, you can always upgrade to a better monitor.
 
On a 60hz screen, there's on difference between 60fps and 200fps. A 60hz screen can only display 60fps.
Also, a 7870 should still be able to achieve over 60fps on BF4 maxed out at that res.

7870 XT. The XT means that it's using the tahiti architecture that's found in the 7900 series. It's in-between a 7870 and 7950 and it's cheaper than a standard 7870. Great price on a great card.

that is when vsync is on if i am correct? i could just disable vsync to increase my fps?

Vsync locks your FPS to the HZ that you have on your screen. If you have a refresh rate of 60hz then your max FPS will be 60.
 
Vsync locks your fps to your monitor's hz. Basically, every monitor has a hz value. Most monitors are 60hz, meaning they can only display 60fps. Others have 144hz, meaning they can display up to 144fps. The 120/144hz monitors are pretty expensive. I'm 100% positive your monitor is 60hz.
Even with vsync enabled or disabled, a 60hz monitor can never display over 60fps.
