Speed issues over time?

Hey guys, I know someone who has been having issues with their internet for quite a while now. they work in an office and said that the internet (ethernet) used to be great but now it just flat out sucks. Thye say it takes about ten seconds for a webpage to load. So my question is, how could one try and fix this problem? Does it have anything to do with the computer itself (which is five years old and is running windows xp)?

That could be any number of issues:
The specific PC has gotten slow
Windows updates did not play nice with the LAN drivers
The office firewall or proxy has changed
The overall internet pipe the office uses has changed
They have a virus on that (or other) PCs in the office
Some process (or person) on some PC on the network is sending out thousands of emails, and clogging the pipe.

To start the investigation...is it just that particular PC or several, or all?
Is there a local IT guy? What has he changed recently?
Was the slowdown sudden, or gradually increasing over time?
etc, etc

Ret, you have never seem to fail me man! Can you gie me some ways that I could investigate "Windows update did not play nice with the LAN drivers" and "The specific pc has gotten slow?"

Is it just that particular PC? Or are others in the same office having the same issue?
How is 'slow' being determined?

Haha maybe could have thought about that, I'll try that before going to the more complicated steps xD
