Solution
Arma III is a tricky one , from what I've heard it is poorly optimised , you should get 30-60fps, there is also a v-sync bug so remind your friend to turn it off as it will lag your system.

You will run planetside 2 on ultra no problems roughly about 60fps

Looking into arma , you should be able to run ultra on the 760 and the 4770k will handle it fine too

That should be fine , he wont be able to run high gpu extensive game on max settings etc but thats down to the sfx psu limiting the gpu size you can put in it.

streaming those games should be fine
