HELP: PC making high-pitched noises/restarts

Hello, I have just built a PC a few hours ago, and I am already experiencing problems (see below).

When I run the Windows Experience Index, my PC starts making unstable high-pitched squealing noises during the Direct X 3D assessments. After a few seconds the PC will suddenly restart, and I will arrive at the American Megatrends screen saying: "Power supply surge detected during the previous power on. ASUS Anti-Surge was triggered to protect system from unstable power supply unit! Press F1 to run set-up."

I then have tried running the assessment again and the exact same issue appeared. Then, during the 3rd attempt, the same squealing noises were heard but the PC did NOT restart, and the noises were gone almost the moment the Direct X assessments finished.

Also, I tried to listen carefully but I couldn't tell where exactly did the squealing noise come from. I have not experienced any other issues YET, at least not during normal usage.

Below are my hardware specs for reference:

CPU: Intel Core i7-4770k
CPU Cooling: Cooler Master Hyper 212 EVO
Motherboard: ASUS Z87-PRO
RAM: Corsair Vengeance Pro Silver 16GB
GPU: EVGA GTX-780 SC ACX
PSU: Corsair HX850 850W 80 Plus Gold Certified
SSD: Samsung 840 PRO 128GB (OS installed HERE)
HDD: WD Blue 1TB

Note: All my components are brand new.

**Can anyone please help with this (hopefully before my PC fries...)? What is the most likely cause of the problem? What actions do I need to take? Any help would be greatly appreciated! **

Update Image for reference (Note: this is NOT from my system! I couldn't take screenshots from restart screen so I just Google'd, but the screen looks EXACTLY the same!

UPDATE 1 Oct 27, 2013: Ran 3Dmark11 Extreme tests, no squealing noises were heard, instead system made light buzzing sound but did not restart.

UPDATE 2 Oct 27, 2013: Ran AIDA64 Stress Test for 10 minutes, no abnormal noises were heard.

Solution
Agree, it should and easily - but not if it's already going bad or near death - which happens all the time - which is why I suggested trying a different one....One that is already flawed is worse than one arriving at the door DOA as people may go ahead and use it, and it may fry mobo, CPU, GPU, and/or other components

It is most probably your GPU making the noise. GPUs tend to make this noise when they are under a lot of stress. The message about the power surge is probably the result of the GPU being put under a lot of stress and therefore becomes power hungry thus creating power surge to kick in. Is the GPU overclocked at all?

No, I did not OC anything, except for adjusting my RAM frequency from 1333 to 1600 in the BIOS (they were supposed to run at 1600 but for some reason started as 1333).

Hmm. My GPU was making this noise too in game menus, so I put Vsync on and it stopped. However, I'm not sure what is happening in your situation. I'll try to help, hopefully someone else may help out too. I'll get back to you if I think of anything. Sorry I haven't helped yet.

When first installed, all DRAM is set to the mobos, default, normally it is 1333. May be the GPU or the PSU, sounds like not enough power or it's not being regulated correctly, can you get your hands on a different PSU to try with, maybe from a friend

I suppose without any OC, a 850W PSU will surely be able to support a single GTX 780 even under full load, after all the minimum recommended is 600W, and the extra 250W should be enough breathing room.

Anyway, thanks for posting, I will try unplugging the GPU to see if it helps, will also test PSU on my other workstation, but too bad I do not have any other PSU at hand which can support the GPU.

PROBLEM FOUND: I can confirm that it is the PSU. I opened the side panel, laid down the chassis and listened carefully as I ran some additional testing. This time, I stuck my ears flat against the bottom intake fan and can hear LOUD and CLEAR that the squealing/buzzing noise is coming from inside the PSU! I was afraid that it could come from my motherboard/GPU as for me those two parts are more challenging to replace. Alright, time to RMA my PSU, and if Corsair doesn't give me a good one this time I will just stick to Seasonic instead...

Anyways, thanks for your help guys, didn't take nearly as much effort lol.

I have the EXACT same setup as you, and the EXACT same issue.

I wonder WTF lol

But I haven't ran into anything bad caused by it, just the noise is enough to make me cringe after investing a ton in my setup.

May be because we are running to many peripherials off of the PSU?!
