Need to Underclock my old Nvidia Geoforce 8800 Ultra

I have a strange problem that has happened recently since I upgraded my home PC to Windows 8.1 - I have a Geoforce 8800 Ultra that I have had for close to 5 years now and still does me ok for my needs. When I brought it, it was not only the ultra, but came pre- overclocked (at 650 Mhz clock instead of the 612 for a standard 8800 ultra. However after a few weeks I discovered graphical glitches caused by the over clocking, so I used either NForce or NVidia system tools (I cannot remember which) to underclock it and set it to the standard 612 Mhz clock. Ever since then, it has been fine.
My home PC has 2 users on it, myself and my wife. Since upgrading to Windows 8.1, the PC will frequently crash if my wife is on it playing any number of facebook games, with a Video display driver error, plus I noticed small graphical glitches on screen almost as soon as she logs on. When I use the NVIDIA control panel to display the system information, it shows that the Video card is running at the old overclocked speed of 650 Mhz. However, if I log on to my account, the video settings are still at 612 mhz and I have no issues. I have noticed that if I log on first, and lock my screen (instead of logging off) so she can log on, the graphics settings for her are fine and stay at 612 mhz. But if she logs on first, this is when the graphics problem occur and the speed reverts to 650.

I have looked around for a tool to underclock the card on her logon, but Nvidia system tools is no longer supported, and I cannot find any other tool to under clock. I have downloaded and tried EVGA precision x, but that does not let me underclock and the lowest setting in that tool I can set is the 650Mhz setting that causes the problem.

The way I see it I have 2 options and am asking for help with either of them:

1. Does anyone know of a tool that will allow me to underclock my NVidia Geoforce Ultra in Windows 8.1?
2. It seems to me that somewhere on the system (I am assuming the registry) there must be some setting that is underclocking the card on my log on. If I can find this setting, maybe I could apply it to the registry manually - Does anyone know where the settings for the underclocking that is happening on my login are stored on a Windows 8.1 machine.

Any help in answering the above would be greatly appreciated
 
EVGA Precision tool I believe will allow you to under or overclock your GPU. Keep it in mind also that over time hardware fails. It could be a case of it simply failing, if the underclocking thing doesnt solve your issue, look into a new GPU.

Hi, as I mentioned, EVGA precision is NOT letting me under clock, it will not let me select a lower value than 650mhz. If I also click the defaults button in EVGA precision, it also sets the clock at 650Mhz.

I do not think it is a failing graphics card because as I also mentioned, on my log on the graphics card IS running at the underclocked speed of 612Mhz and there are no issues. So I need to find a way to set the graphics card settings on my wifes log on to the same settings as on mine i.e. Underclocked.
