More graphics questions... help me out!

Hello all,
I am looking for a graphics card for my gaming desktop, but I am stuck between a bunch of them. Can an expert tell me which one is the best for playing video games on ultra at 1080p? my budget is $250, in case you have any recommendations.
Here are all of the cards I was looking at:

According to some light research, the GHOST one (#2) seems to be the best for gaming. Which one is the best graphics card? If there is a better one that is not on this list for $250, what is it?

After doing some research, apparently the GTX 760 is better than the 7950. Is it? Here are the two that the decision has come down to:

Lol I was actually considering that... The performance difference is not too dramatic, right? They will both run games on ultra at 1080p? If so, I will go with the 7950 since I get a $100 worth of games.

yeah, either will run high/ultra settings with decent fps, no problem.
