For less than 100 dollars playing crysis 3 on max settings is going to be impossible unless you are playing at a low resolution (like 720p) and/or are OK with low framerates.
At around 90-100 dollars, you can get the 7770, which will run Crysis 3 at medium settings at 1080p at around 30-35 average FPS. If you drop resolution down to 1600x900 you might be able to manage high settings.
I would say the minimum you would need to play Crysis 3 at max settings at 1080p is something like a 7870 GHz edition (cheapest prices at around $170), which will get you around 30 FPS. However those framerates are still barely playable. To really get 40+ FPS you need at least a 7970 or a GTX 670, both of which will cost you around $300.
