Utterly lifeless PC

Just tried powering up a PC that has been turned off for some months. It hasn't been moved or disturbed in that time. It was utterly lifeless when I tried it, not a LED or a fan noie anywhere. I unplugged the motherboard PSU connection and shorted the necessary pins which kicked the supply into life. All connectors, DIMMs and cards have been removed, waggled and replaced, but still no joy. What do I try next?

Thanks Outlander, I've given that a go, but no joy. I also tried swapping the CMOS battery - I'd read it can cause fail to boot, even if it shouldn't normally have an effect, but I had one to hand. Again no effect. I took a punt on powering up with the enable jumper (paperclip) in place on the motherboard PSU connector and it booted up, even though there was a CMOS checksum error reported. The system booted without any problems. It turned off with a 5 second press on the power button, but wouldn't come back on with the paperclip removed. Clearly there is still something awry, any thoughts for further testing or diagnostics welcomed.
