Depending on the PSU in the Dell (and usually they're okay), you should be okay. You can get a low profile version of the card too. It is however, not a very powerful card - not much better than the Intel 4000 graphics on the Ivybribge CPUs. I'm not sure what you need for the football manager game.

There are different types of Dell Optiplex PC. Exactly which model do you have and how much power can the power supply (PSU) deliver? Open the case to read the sticker. The most important detail how many amps is on the +12v rail. Dell was kind enough to simply list "Standard Power Supply" for all Optiplex PCs which is basically useless.
