Sounds like your network and internet connection are saturated. You can start to check things by connecting only one computer to the network. Leave all other devices shut off. If things seem normal on the one computer start adding connected devices one at a time to see at what point you loose performance. Also 3-5mb is sort of slow and the upload is not very good. Every device depends on the upload bandwidth. When you are viewing a video or chatting there is constant up and down traffic for that event. To solve the issues seems like either you increase your bandwidth from your ISP or use fewer devices at the same time. I bet you don't have a lot of options to buy faster service so you may need better coordination among users.

When connecting to the router with a cable (wired) the speed of the router is not a factor. Wired connections are max speed of the device connected (usually). So a new router is not the solution. Ask your parents to buy a faster (faster really means greater bandwidth) connection. Maybe as a trial for a month or two. If things improve then you can ask for it to be permanent. Look to go to 10Mb or more. Perhaps you can call your cable sales first and tell them what connects and ask for their recommendation of service tier. I am sure everyone who uses the network is having some issues. You may become the family hero geek for making them go away.

When i clik on icon"Network" from desktop and then "see full map" i can see just my PC-Router-Internet...why it doesn't show the other pc's too?
Where can i see my bandwidth?

You can't see bandwidth. Your 3-5Mbs is the bandwidth. Bandwidth = Mbs. Seeing or not seeing a device depends on a few things. Are they all set to be shared devices, most of the time not. Your Mother may not want you to be able to see her computer and share her files. Wireless devices like a phone will not show because they are "hidden" behind the wireless router.
