1000 or 1500? And what resolution?

For 1500 you got 770 SLI and 4770k which will be really powerful, but if you just game @1080p if can be a little overkill.
You can also go for i5 4670k and r9 280x, a lot cheaper but will also perform great on 1080.

Right yesterday my budget was around £1000.. Now i got told i could have more this is what i had

http://uk.pcpartpicker.com/user/sausagegaming/saved/2ETD

I was thinking of this then adding anopther r280x for crossfire and got told that would be amazing. But i was seeing if there was anything better i could have

I currently dont even have 1080p monitor but i will be ordering one at the same time so that will bew the resolution i will be needing.

If you can build me on for around £1200-£1500 that will be awesome.

Would you not need a better CPU cooler for having such a high end processor this is what i was told the other day

I placed you a better cooler. With the CM hyper EVO you should be able to run fine at stock speeds plus you wil lbe able to o/c a bit :).

For this would i need to install extra fans or if i built all this into that case would it be perfectly fine?

It has already two Fans.
The Eleven Hundred's nine expansion slots and space for an XL-ATX motherboard accommodate elite GPU configurations up to 3-way NVIDIA® SLI® / 4-way AMD CrossFireX™. An included top 200 mm exhaust fan, rear 120 mm fan and up to seven more optional fans in strategic positions — including behind the motherboard tray — keep all your components comfortably firing on all cylinders.
You can place more fans if you like but it shouldnt be needed.
Ofc with more funs you will have better cooling.
