no. they're totally different cards on totally different architecture, so the clock speeds are not equal... for example the effective memory speed on the 750m is almost 5 times the speed on the 740m, even though the clocks are close in speed. This is because it's a different video card. The 750m has a larger bus too. Its not even based on the same graphics core structure (despite them sharing the 700 numbering). Also, you don't ever want to overclock a mobile part. CPU or GPU. the cooling on a laptop is barely good enough for their stock settings... it won't be good enough for an overclock.
