Computer wont boot up after installing new PSU

Hi all,
Recently I decided to upgrade my PC with a new video card (r9 280x). With that I needed a new psu. I went out and bought the thermaltake sp-850m. I hooked it up installed all the cables and now it won't boot up. So far what I've done is recheck all the connectors and took out the new video card but it still won't boot. It goes for about 10-15seconds and them there is a click and it shuts off. Does anyone know what this is and how to fix it?

I reinstalled the old PSU and it boots fine.

    The old PSU is a 400w that came with stock with the computer (HPE 380t)
    Also this is a brand new PSU.
