Cooling a really hot GTX 760

So i bought a GTX 760 pretty much on the launch week, and i was foolish enough to buy the one with the stock blower cooler and it's a pretty hot thing, with almost any game at all it ramps up to 81C and i that kills my ability to overclock it, as any overclock i try to give it it throttles back because of heat.

so i'm thinking to myself here, looking up things, and i came up with 2 solutions:

solution A: buy this: http://www.arctic.ac/en/p/cooling/vga/375/accelero-twin-turbo-ii.html?c=2182
(sadly, the hydro version cant be found here in brazil)

or
solution B: using the H60 i have and gettho-rigging it with zipties to my graphics card, kind of like this:

and then buying an h100i to replace the h60 on my CPU and overclock the balls out of the FX-8320

so which one?? would the h60 be plausible? safe?
any feedback or any other suggestions to cool down this thing would be greatly appreciated, i plan on buying a second 760 and adding it to the system, but i want to buy a good one with good aftermarket coolers and run them both overclocked, but for that to happen i need to cool this stock one down enough.

thank you for the answer,
i think that is what annoys me the most about this blower style cooler, the default fan profile goes up to 70% fan speed, which is still pretty quiet, but the card gets to 81, when i put a more agressive fan profile, the fan will spin at a very noisy 100% but the temperature still stops rising at 81c, it's as if it just doesnt go higher, but fan at 100 or 70% makes no difference.

i knew about Dwood, i sent him a message yesterday, but i'm not sure he could/would ship to Brazil, that's why i wondered if it would work just as well with the zip-ties.
any idea?
