radeon HD 7750 games glitching.

my wife has this graphics card

so, heres the issue. my brother has the same graphics, processor, and ram, almost the exact same build except for the HDD.
the computer is a dell inspiron 620.

intel core i3 2120, 4gb ram.

we installed some games on her computer
prototype 2, planetside 2, left for dead 2, batman arkham asylum.

after installing them, they are outlandishly laggy, and not only laggy but also the mouse falls behind. i then installed them on my brothers computer, and he didn't have a single problem playing any of them.

i am generally very good with computers, but this is just stumping me.
they are both running windows 8.1, both have the same graphics driver (13.152.1.8000)
so, here is what i have done so far, i have reinstalled the driver, reset the graphics card, and i have looked online and read that this card should play all these games at max. (excluding planetside 2, ofcourse.)
i know its not the best graphics card, but my wife just wanted something cheap that we wouldn't have to upgrade her 350 watt psu with.

i have noticed one other thing, and i'm not sure if this has anything to do with the gaming issue.
when she has something in full screen(i.e. a movie or game) there is this line that is barely noticeable that slowly makes its way up the screen. i haven't seen that on my brothers computer, and i don't think its the monitor because they have the same monitor also.

to state how crappy the games play, my old 8800 gt plays prototype 2 better, although still very crappy.

EDIT---
i now know that the line issue is not the monitor, i plugged it into my tv through HDMI and the issue is still there, along with the games not playing.

It is the problem with the gfx card...not on your monitor at all..
I see you are using XFX ghost edition 1GB ddr5...i personally have this exact card and it just runs awesome at my 1366x768 resolution.
Just ask the company to replace it...you will be fine.
Its probably because of a defect in the memory chip or IC.....
