I am planning to build a pc for playing specific games.
I will be playing racing sims mainly F1 2013, LFS, rfactor and iracing. Most of them run OK on my present laptop but not F1 2013.
This is what I think should do the job.
1. Processor : Intel i3-3220
http://www.flipkart.com/intel-i3-3220/p/itmdeus8hzz5mnfh?pid=PSRDEUR2HEEGFCWR&ref=6a8466b4-ce24-4f0a-8042-9387ef868826

2. Motherboard : MSI B75MA-P45 or Gigabyte GA-B75M-D3H
http://www.flipkart.com/msi-b75ma-p45-motherboard/p/itmdekmkw4czwyga?pid=MBDDEKGRSBE8BDJZ&ref=5832f64e-5f1e-41b8-885e-09a42ed488e9
http://www.flipkart.com/gigabyte-ga-b75m-d3h-motherboard/p/itmdacp36gegyeqt?pid=MBDDACP2GUBGFPFM&ref=5832f64e-5f1e-41b8-885e-09a42ed488e9
(Advice needed on which one to go for.)

3. Graphics Card : Sapphire AMD/ATI Radeon HD 6670 1GB DDR5
http://www.flipkart.com/sapphire-amd-ati-radeon-hd-6670-1gb-ddr5-graphics-card/p/itmdfygjystmyqrx?pid=GRCDFYGJGKEGHRDQ&ref=c778b225-61a2-488b-ab77-714318960268
OR
Sapphire AMD/ATI 7770 1GB GDDR5 (If the budget allows)

4. PSU : Corsair VS450 450W
http://www.flipkart.com/corsair-vs450-450-watt-psu/p/itmdbfa3kaffmum3?pid=PSUDBF9ZBHSJVGJ8&ref=df2233fc-bfa1-4661-a1c5-1a85a71efb0b
(or should I go for higher power if I use 7770?)

5. RAM : Corsair Vengeance DDR3 4GB (1X4 GB)
http://www.flipkart.com/corsair-vengeance-ddr3-4-gb-1-x-gb-pc-ram-cmz4gx3m1a1600c9/p/itmd2rypbx4eehaf?pid=RAMD2RYPMVWCEK6E&ref=4bb9d314-30d6-43fe-bb21-7218d26c5aff
(or should I go for 2x2 GB, which config will help in gaming?)

6. Cabinet : Cooler Master Elite 311
(Front USB 3.0 not req)

Internal HDD and monitor is not an issue.
I'd like to know if the above configuration will work for long hours of gaming on those specific games at 720p resolution with medium to high settings.

Here is my opinion:-
1. The processor is just OK... you may also consider AMD since they offer good processors for comparatively less cost.
2. A basic MB would just do the job... Considering you are not planning on adding another GPU... The current ones which you have selected are micro ATX type with only 1 GPU slot....
3. Get a good GPU... Definitely not the 6670.... Atleast a 7750 or 7770/Gtx 650Ti....
I'm insisting on the GPU because the 6670 is already outdated and you will need to upgrade soon for upcoming games...
4. The current PSU will support any GPU upto a GTX 660.... Look for the manufacturer recommended PSU rating and buy accordingly... Go for Corsair/Antec/Seasonic....
5. A single RAM stick will be better... buy a 4GB one now... Later may be add another 4GB... getting 2X2 GB will eat up your RAM slots leaving no room to upgrade....
6. The cabinet plays a major role in keeping your system cool... I would suggest to go for a cabinet with good air flow...

2x4 if you can. 4gb isn't gonna cut it anymore with the minimum of next gen games being 6gb. if you cannot do this for now, then go with 1x4 then save up and buy another stick. don't skip on a potential ram upgrade by going 2x2.

Which AMD processor would you recommend? I have read that AMD processors have cooling issues and would require an after market cooler which would stretch my budget.

nope. an fx6300 is fine with a stock cooler. you are talking about the fx8350 + high ambient room temps where you'll definitely need an aftermarket cooler.

Will fx6300 be better than 3220 for gaming? It is more expensive though.
And should I go for 1600MHz RAM or 1333MHz?

for now its a tie. but give or take the fx6300 will eventually come up on top as more games gears towards 4+ cores. definitely go with 1600mhz. ram speed is beginning to show its importance nowadays if bf4 is any indication. http://hothardware.com/News/Corsair-Notes-Battlefield-4-Thrives-on-High-Speed-Memory/

The FX 6300 (http://www.flipkart.com/amd-3-5-am3-fx-6-core-fx-6300-fd6300wmhkbox-processor/p/itmdz2whghfbfxnw?pid=PSRDHYYVZJVED3DR&ref=dac80696-6ed7-4bc9-b09a-07c4b7e3f9f9) would be a good choice.... I know about the heating problem... But its not a very big one...
I would suggest you to try out this processor in case you are on a budget and later save some and get a after market processor cooler 5-6 months later...

Since we are on this topic, can you also recommend a cooler for the same. Not above Rs 1000. A motherboard as well( a basic one that just does the job.)

Hmm... go for any of these...
1. DeepCool - http://www.flipkart.com/deepcool-gammaxx-200/p/itmd9hkatppgpy5y?pid=COLD9HKAARXXSRAH&ref=641ea3b5-2311-4d78-b66a-ede62f367016 - Bigger fan... more airflow....
2. Cooler Master - http://www.flipkart.com/cooler-master-hyper-101/p/itmd7g58xu7tkkjb?pid=COLD7G57FYJGVDRP&ref=641ea3b5-2311-4d78-b66a-ede62f367016 - Smaller fan...

However note that if you spend around Rs.1400 then you can get a Antec A40 cooler... which has 4 heat pipes... and will be better than the above two...

Also i was looking for a MB in flipkart... all i found in budget were not suporting 1600Mhz ram... hence pls check other sites like snapdeal for a good deal on the MB....

are you planning to oc your fx6300? if not then don't bother. without oc, the stock cooler + good case airfow should be enough to keep temps below 55c under gaming load. this chip is designed to run on 60c~65c safe temps and if it goes over 70c under full load (i don't know much about india's climate. i'm just assuming its hot there during summer) then that is the only time you'll need an after market cooler. and with an hd7770, it won't be stressed that much.

I have no plans of overclocking, so I guess stock cooler should work fine. Any advice in looking for a motherboard for the same? I just need a basic one that can support the processor with 2 RAM (1600) slots and a slot to support 7770.

If you go for an AMD A4 5300 processor and an fm2+ socket motherboard you can save a bit of money, the A4 is much cheaper than the i3 you have picked out. Try cheaping out on the motherboard, specially if you aren't going to overclock. The reddit section /pcbuild seems pretty convinced that expensive motherboards aren't that important. Flipkart has a Gigabyte GA-F2A55M with an FM2+ socket.
The ram and power supply you have picked out are good, I believe in good reliable power supplies. You can think about getting a sapphire HD 7770, from the money you are saving, or a power supply of lesser wattage, since the video card you have picked out only needs a 400W supply. Since you won't be overclocking you don't need to go for an overkill PSU. Also I think 4GB RAM is sufficient for most games. You can ask your friend to buy you a stick of RAM for your birthday a few months down the line, starting out with 4BG should be fine.
Parting thought - the on board graphics card on the A4 5300 can run in cross fire with some of the less powerful graphics cards. It is a long shot but since you are interested in a very focused selection of games. You can see if they support crossfire and if a cheaper video card and the on board APU on the A4 are good enough for your need. I am not sure about this though, I seem to recollect that the A4 was left out of cross fire. You should look into that.
All the best!
