How can I disable USB ports but allow certain devices to work?

I work for a business that deals with personal data. I am trying to find a way to disable all USB ports on all computers and be able to allow certain devices on certain users accounts without them being able to allow them themselves.

We are running windows 7

  1. For front panel ports, cut the wires off them.
    For onboard ports, stick some JB weld, or epoxy in them.
    Although either option would certainly diminish their trade-in value.
