Will a non overclocked R9 290X run at 95 degrees?

I read in a lot of comments online that the R9 290X was designed to run at 95 degrees. Does this mean the r9 290x is 95 degrees by default or only when overclocked?

That means the GPU will slow down when it hits 95C.
You can also increase fan speed to help keep the GPU cooler and running at a higher frequency.

It means the gpu won't kill itself even when kept at such high temperature. The stock cooler is very loud if the fan speed isn't limited at some sane level, but this has a negative effect on the cooling performance so the gpu heats up. Once the gpu hits the 94-95C mark it will start to throttle down the clocks to try and stay at that tempereture.

When the custon cooler versions of the card are launched a the end of november all this will likely change quite dramatically, meaning less noise and lower temperatures and no throttling.
