Help needed: cpu @ 100% under load

Hello. I recently discovered that my cpu (G860) usage jumps to 100% occasionally. Using a task manager system monitor (W7) I could see both cores going to 100%, causing spikes or hiccups, even when lightgaming (GPU usage 5% for instance). I also get spikes when watching youtube 1080p or when a game is loading. I thought it could be HDD related. Cpu temperatures are more than fine with 39 C idle and 65 C load. HDD health is good. I have heard a coil whine for the PSU when under load (Fsp Fortron Hexa 500w 80+). I have done stress tests and benchmarks before and there seems to be nothing wrong with my hardware. So why is my cpu so stressful? Thanks in advance.
Sidenote: after reading Lag Spikes with my i7 4770k thread, I get a feeling that my HDD can cause those spikes. It is a 160 gb hdd after all, though working normal. About 20 gb is free on both partitions (win 7 and other stuff). I remember that PCMark 07 took ages to start the tests (couple on minutes at least). Probably cpu had a high usage during the loading time.

Usually either a browser (multitabs open for a longer time), full screen Youtube or a game have high cpu usages. There are like 56 processes running background including Avast, Steam, Afterburner, but those processes have a light usage and Ram usage haven't exceeded 70% so far.

I know this is unrelated but, have you made sure the CPU is getting enough power?
You said that its going from about 100% to 50%~ this could be a power saving feature of your motherboard? Try disabling it or giving it some more voltage? Just a wild suggestion.

How to check if cpu is well powered? I wrote down many number from bios:

When unpacking bigger zip files, speed MB/s drops significally, like 4x or more, compared to the speed when unpacking started.
Game like Grid 2 had a cpu usage of 86%+ and around 95% when loading. Gameplay itself is quite normal most of the time.
Something interesting: cpu usage jumps to 100% right away when opening quake 3 demo. This can't be right.
