Help! HD7950 Get very low performance :(

My specs
CPU: intel i5 4670 @ 3.4ghz
Videocard: HIS HD 7950 iceq boost edition
Ram: 16 gb
Power supply: seasonic s12 II bronze 520 watt
Mother board: gigabyte h87-d3h
20" screen
Graphics Driver: Catalyst 13.11 beta driver (latest version)

I've installed new video card (HIS HD7950). And all my game run very bad like 10-12 fps on lowest as possible graphics and resolution (like 800x600 resolution with very low quality)
so Iwant to know what is the problem because I think my computer is that bad.

update my game list
Borderlands 2
PAYDAY 2
FARCRY 3

please help :(

I was on uninstall by control panel and uninstall all things that name nvidia or everything that made by nvidia already

Is that correct way?

the add/remove programs and uninstalls for nvidia control and amd catalyst absolutely will not remove everything even though you would think they do. the links i provided can look hard at first but its really not... it takes me about 5 minutes since I've done it so many times.
