The first one you listed (part number ending in C9) has slightly lower latency, meaning data will be written to and accessed a little quicker than on the other model. Technically the C9 version is better than the C11, but the odds are good that you wouldn't really notice the difference unless you're doing some insane video processing or run games at ultra high settings.

Both the RAM's having same specs except the price.. as you said latency is the only diff..
I'm not too knowledgeable in Rupees; is 700 Rupees a lot? If so, you should get the C11 since you'll get nearly the same performance out of it; if you can afford the 700 Rupees though, you may as well get the C9.
