What does the term (wired as 4) mean??

That the slot is at X4 speed although it has the physical size of a X16 slot.

One thing to note is, the X16@X4 connections on motherboards don't come directly off the CPU but instead from the southbridge. This means they're not as well suited to be used with GPUs. Also, you can't use SLI in such a slot, since SLI has a X8/slot minimum requirement.
