I have a h8-1234 HP and I purchased a sapphire 7870 radeon to replace the factory card. I upgraded my PSU to a 650watt Antec, hooked up the graphics card turned the power on. The computer seemed to be booting up normally, however, the display is not coming on. I am certain I have enough power to the card, so it might be my motherboard is not sufficient. Any help would be much appreciated.

Solution
I would suggest powering down, and reseating the graphics card. It might be that it is not fully seated in the PCIeX slot.

If that doesn't work I would suggest contacting the manufacturer's technical support and considering an RMA.

It is difficult, because there is no on-board graphics I can't really troubleshoot without taking the graphics card out and putting the stock card back in. The fans on the graphics card turn on and so forth.

I know that the motherboard has a pci e slot 2.0 and i believe I read on the specs for the sapphire it requires v3.0. Do you know if that may be the problem, and is the radeon backwards compatable?

You can run a 3.0 compatible card in a 2.0 slot just fine. I would contact the manufacturer of the card. You might have received a bad one.
