Yes it will. But you will need to also consider other things such as your power supply output and the physical space inside of your case. A 500 watt power supply will be the bare minimum to run that card, but I would recommend a 600 watt power supply for overclocking headroom and margin of efficiency degradation in the future. If your case will physically fit the 7970, you will just need to make sure that you have adequate intake and exhaust fans.
