I have a cheap 20 dollar video card amd radeon hd 5450 which sucks i know but i want to know what will make it run faster i also have a 3.30 6 core amd processor so is it my video card i need a new one right

The HD7750 would be perfect if you are on a tight budget and have limited PSU wattage.

i seen the min requirment are 450 wattz and my psu is only 450wattz so that means i need at least like 600 to power my processor as well right

No no! Not at all. That is the recommended WITH the rest of your system

If you let me know what your exact PSU model is and what your budget is then I can tell you a more precise recommendation.

this is what i have and my budget is at least 160-200 including a 100$ video and perhaps a 60$ psu if i need one if not then is ok

OK that PSU does not even truly provide 300w. So stick to the HD7750... It should work well.
