Is my psu dead?

I just installed a new psu that I got from a friend in my computer. Once installed, the power button on the motherboard lights up and so does a blue light on the io panel. When I click the power button I hear a little sound like power going out and the blue light turns off but the green power button stays on. In order to try it again I have to turn off the psu and wait until the green light fades and then turn it back on and try again. I tried the paperclip thing and all I got was the sound of power dying everything I put it in. I still have old psu so it's not a huge problem but I just want to make sure before I return other psu
 
Solution
Make sure all the connectors are correctly connected (4/6/8 pin CPU connection) I don't mean to state the obvious, even a lose connection can do this.

Failing that try the old PSU again and make sure that one still works

I just tried connecting old psu and it turns on whole computer for about half a second and then turns off..

CPU power unplugged. Feeling like an idiot right now...

OK That sounds like the PSU may be fine. Remove the CMOS battery and reset the BIOS, unplug all devices that are not 100% necessary for a successful boot (Sound card, GPU, HDD, Optical) doubly check all connections and see if it powers up.

If it does put the HDD back on and see if it boots to windows, then add all the components one by one.
