Found that third party overclocking apps such as Rivatuner and/or MSI Afterburner is stopping Nvidia GeForce Experience from loading. Simple fix is nothing more than closing MSI afterburner and trying again.
This problem not being Nvidias fault makes the blame go to MSI or Rivatuner as Nvidia doesn't give a crap because its not their software causing the issue.
I've repeated this on 3 different machines and the same out come when third party OC tools are running and then starts working when those tools are disabled.
