Sapphire Radeon HD 7750 to TV problems

I am a novice. I upgraded my gpu from an ECS nividia 9500 to a Sapphire 7750. I cannot adust my screen resolution in a way to get it to fit the screen. In AMD's settings I have it set at 1080p and the resolution is maxed out. I am running windows 7 (64bit) and the start screen lines up on the bottom of the screen but browsers and certain programs seem to bleed off of the bottom. They don't seem to recognize there screen ends and I cant even drag them up to fully fit on the screen. I have tried adjusting everything I know to try in AMD's settings, windows settings, and the TV's settings. The TV is a generic Korean TV (I live in Korea). I have the card hooked up with an HDMI cable. I have managed to overscan or zoom to get the desktop to match the screen dimensions but I'm still having the overlay problem.

I don't think it's relevant but,
MB: Gigabyte B75m-d3h
CPU: Pentium 2030 3.0GHZ
RAM: 8GB Samsung ddr3 12800mhz

I've often had problems with the edges of the windows desktop not correctly matching the edges of my TV. The solution that always works is to set my TV's aspect ratio to "Screen Fit". My TV is a Samsung so it might be a different option on you Korean TV, but see if there's a setting that stretches the desktop to fit the screen. As long as you set your desktop resolution to match the LCD screen of your TV then the pixels should all match after it's stretched.
