Desktop stuck on BIOS screen, recently got HD7790 and new PSU.

Hi,
I'm building a computer for a friend, I got a new HDD, GPU and PSU.

Now, I put the new GPU in and PSU to run it. (RADEON HD7790, Corsair VS450w).

And reinstalled windows on the HDD, and it just stayed on the BIOS screen and wouldn't let me press any button, and if I did after awhile it would just beep everytime I pressed a button.

I then took out and replaced RAM, HDD, CD/DVD drive, everything except the DVI input, and still nothing, so I took out the GPU and put in an old super shit one, and it worked, with super shit resolution.

Now I put the new GPU back in and same problem.

So I've narrowed it down to the GPU, but what is the problem?

Do I have to get a new powersupply, or motherboard, or maybe even install the drivers before I put in the new GPU or what?

When I took it out, and put it back in, it will initially boot with a black screen, but after that it will just boot to BIOS
