Annoying Dial up/Cash Register electronic sound emitted from my Gaming rig

I am assuming this is a motherboard issue. I get a constant buzzing and glitchy dial up-ish sound that is being emitted from my computer through the headphones or speakers. Sounds a lot like an old printer or cash register, "Ehh Ehh Ekkkk similar to a dial up modem". This sound is constant when nothing is active on the pc. Every time i touch my mouse or press a key on the keyboard ( ive tried wireless and wired of both, same results ) there is an electronic sound that appears. This sound is the same type of electronic buzz but is louder and more prominent every time I do anything like min/max the page, press any key, touch the mouse and so on.

I've reinstalled the OS and a brand new hard drive with the same issues. I'm an audiophile, I use expensive headphones for my job and this is really upsetting to me at the moment, LOL. Any help is appreciated. This problem does not appear on any other computers I've tested my gear on.

6gb ddr3 ram
samsung ssd
external 1tb hdd with all my music, when put on another pc it sounds perfect.

You may have a ground issue with the audio jack, I did in 1 of my older cases, tho it was only the front audio jack. Also some HDD can interfere with unshielded audio wires causing it to beep or buzz when the HDD tries to access something. I have also seem motherboards use some weak capacitors and you can get a wine from your audio.

EDIT: Also try removing USB devices, and see if the noise goes away, might be a device draining power from the USB making your audio make noise.

I use USB dacs for my audio needs. I've tried all 10 stock usb 2.0 ports, even bought an internal USB 3.0 x16 and the problem continues on any usb output. 12 in total, all of them create the same buzz. Some of them even created a SUPER LOUD POP and crackle now and then. Stressed.

All of my USB dacs have this problem on my pc, none of them showcase the problem on other pcs I've tried on. My primary is a Burson Conductor SL, with Denon D7000 headphones and Audioengine A5 Speakers. Both of which are really sensitive, my Audeze LCD3 is not sensitive and its almost non existent on those headphones. But again, when the gear is swapped to another pc, it sounds perfect. So...Im lost :p
