Lower FPS in Games than expected

Hello everyone

I have a query regarding my gaming PC and the average FPS I get in most games. First off, my setup is as follows:

Intel Core i5-2500K (running around 3.6 GHz)
8GB Corsair DDR3-1600 CL9
Sapphire HD6950 2GB
ASUS P8Z68-V GEN3 Motherboard
Samsung 26" LCD
1TB SATA 6G HDD
Coolermaster 650W Modular PSU
Windows 7 with SP1

Games I'm playing or have played recently include Batman: Arkham Asylum, Arkham City and currently Arkham Origins, as well as BioShock Infinite, Mass Effect 3, and Splinter Cell Blacklist.

My problem is that the FPS I get in my games is not near what I feel I should get, based on various benchmarks and reviews I've found on this site and others.

Allow me to give an example:

In Batman: Arkham Origins, I loaded the game up, changed the resolution to 1920x1200, set AA to FXAA High, and had to reduce all the DX11 settings to Normal to reach a playable FPS that averages 50 - 70. It's the same with most other games.

Yet in reviews and benchmarks, I see similar graphics cards running at resolutions of 2560 with all settings on high, and still maintaining a good 40 - 60 FPS.

Is there perhaps something wrong with my computer setup?

Oh, I'm running the latest ATI drivers, with the card overclocked to from 800/1250 to 840/1325 with +10% power and 50% fan speed.

Any help or tips would be greatly appreciated.

Although I was always under the impression that the 6950 2GB sits somewhere between the 7870 and the 7950 in terms of performance, as its sits at around that price point?

So it looks like its time for a new graphics card then. Do you guys think I'll get an improvement with the new R9 270X? Over here its around the same price as what I paid for the 6950.

I would really like the R9 280X, although its a little out of my price range.

So basically, what type of FPS would I be looking at on the games mentioned above at 1920x1200 (or maybe 1920x1080, as my monitor can letterbox) with my current PC and the new 270X graphics card? Do you think I could hit around 50-60 fps? Bear in mind I'll be upgrading my RAM to 16GB next week.

Well according to the benchmarks I've seen, the R9 270X runs most new games at 1920x1080 on Ultra settings with 60 - 80 fps average, which is exactly what I'm looking for.

And as I've mentioned, in our country the R9 280X is way out of my price reach, so I'll probably never afford it.

To give you an example, I can get them for the following prices:
R9 270X 2GB - $270.00
R9 280X 3GB - $510.00

And while I know that those prices are extreme, bear in mind that South Africa is a third world country, so that's what I'm stuck with.

Taking that into account, do you think the R9 270X is a good buy?
