After lots of searching and swapping out parts, I have finally decided on the majority of my budget build. However, my budget is 700 USD, (and I mean this, not a penny more then 700,) and I cannot decide what would be worth putting the remaining cash into. Here's the build,

As you can see, I have about 70 spare dollars. The build will mostly be used for light gaming, (meaning basic graphics, not maxed out ultra settings 120 FPS,) web browsing, and video/ graphical rendering. I have debated upgrading both the GPU and the CPU, but can only afford one.
So where should that spare cash go? All ideas are helpful :D

here's my tweaks:
I dropped the network card - you don't need it, got a higher quality motherboard and swapped your 7770 for a 7870XT

I'm considering dropping the optical drive, but don't want to be caught in a worst case scenario- have you ever not gotten a drive and regretted it?
