Hello everyone, here problem

Whenever I touch the metal casing I get shocked by a small electric voltage, I realized this happens mostly when the PC is off' and when I unplug my monitors VGA cable this shock is almost non existent, how is my monitor connection causing all this?

also is it dangerous to my PC?

Did you build the PC yourself? I think the common cause of this (I may be wrong) is that the motherboard is in physical contact with your PC case. Best way to check is unplug your PC and take everything apart, and make sure your screws are properly fitted into the motherboard and case. You should have gold/silver stand-off screws behind your motherboard, make sure all of them are properly fitted.

In regards to the monitor situation, that seems bizarre.

E: As below, making sure everything is properly grounded would be a good thing to check.

I live in an apartment and the cables are directly connected to the outlets , and yes ' without the monitor plugged the leak as as slight as static electricity on a ruler, also when I touch the VGA pins I feel nothing . I also tried using outlet splitters but same probss

Make sure that all your screws are in your motherboard, including the brass standoffs. A friend of mine went through the same issue a couple months ago. He only had the corners screwed down properly, and didn't realize that all the screws, and brass standoffs were grounds for different areas of his motherboard. He was getting mild shocks as well when he touched the case.

Also make sure that the motherboard back plate is installed. A lot of people don't know that the back plate is also used for grounding. Years ago I left my back plate off and I had a sound blaster card installed that started to spark like crazy shortly after. I bought my computer to a shop to find out what was wrong, and the first thing they asked me was why I didn't have a back plate installed. I thought it wasn't necessary was my answer, and then they told me that was the issue for sure. I went back home and installed the back plate, and no more sparks. Live and learn. lol. :)

thanks for telling me this' but I have 1 more question, I can't unscrew or mess with the PC until saturday, I use a power surge protector, and this electricity is sometimes not present when the PC is on, will the PC be alright for use till I resolve this?

I would say it's a use at your own risk kind of scenario. I don't want to tell you to use it, just in case something was to happen. ;)
