Importance of Quality PSU

I am building my first gaming comp, and trying to do it on a tight budget <$600. I have most my components worked out but I was wondering if I can cheap out on the PSU to start and upgrade it later. Is that wise?
Or should I cheap out somewhere else to upgrade later?
Im also a little confused with this 12V thing....houses are 110V+, so I don't get the purpose for it or what it really means. If someone could help me with that too I would be most appreciative.

I can't answer your question about the 12V vs 110V power, but I definitely recommend getting at least a mid-range quality PSU. Not to say this is the case with all cheap PSUs (when I say cheap, read it as cheap quality, not necessarily price, although they usually cost less as well), but it's more likely that they will not supply power as reliably as the better PSUs, which can cause problems with your components. These problems may be minor (i.e. a device isn't receiving enough power to function properly), or it could send too much power to something and fry the component or your whole system. I'll have to find the link again, but there is a list here on Tom's of quality PSUs that should be able to provide sufficient, reliable power with less risk of damaging your components. I'll post it once I find it.
