can Gigabyte GA-78LMT-S2PT support this processor,ram and graphic card?

AMD 4 GHz AM3+ FX-4300 Four Core edition

Kingston HyperX Blu DDR3 4 GB

XFX ATI Radeon HD 7790 1 GB DDR5 with (Corsair VS550 550 Watt PSU)

Also please tell me is 250w PSU enough for this motherboard?

If the board is revision 4.x then it will http://www.gigabyte.com/support-downloads/cpu-support-popup.aspx?pid=4298 but no overclocking since it is maxing the 95watt tdp already.
The board will use the same PSU as the HD7790 and the Corsair VS550 is plenty for both. Ram will work
