Need for Speed Hot Persuit CPU and GPU usage & upgrade question

Hi guys, I'm curios as to the usage of my CPU and GPU resources during game play in Need for Speed Hot Persuit. When I'm playing I have only about 60% GPU usage while my dual core CPU has core 1 at 100% usage and core 2 between 70-85% usage.

Now I am curious as to why the game, which is fairly new, does not use more of my GPU and also why does it only use one CPU core to its full extent but not the other?

And then I have another question, if I was to upgrade either my CPU or GPU now and then the other a few months later, which one should I upgrade first? This is for gaming purposes.

My computer specifications are as follows:

CPU: AMD Athlon II X2 250 3.0 GHz @ 3.5 GHz
MEMORY: 2x2GB of DDR2 800
GPU: Gainward Nvidia GTS 450 GS 1GB GDDR5

Also I apologize if this question is in the wrong section I was not sure where to put it.

CPU Bottleneck !

Again CPU Bottleneck
If you point NFS HPS it`s not proper NEW GAME statment - it`s kinde of OLD -> not well optimised for CORES & THREATS

gaming purposes - i love this word :) 
of what specific GAME ?

Lose it ALL PC dude .......
You Can`t just upgrade the CPU -> you have to change /upgrade the Mobo -> then you have to buy NEW DDR3 and then you can use old GPU ....... ending with 100% GPU and 30% CPU ..... and bad FPS like 15-20 ..... on NEW GAMES or Installation Error MSG - Setup Terminated Abnormaly - you don`t have minimum requirements hardware to run this game ......

I have this case manny times even now - i have 3-4 years old GPU but i don`t play Intensive for last 2-3 yaers so i`m fine :) 
NO gaming purposes here :)

P.S. - i`m waiting on ATI 8850 to come out to upgrade :)

As said:

a) Your bottlenecked by the CPU thus preventing the graphics card to be accessed fully.

b) Many games can't use more than one core of a CPU fully.
