After using the recovery system to re-instal windows 7 I constantly get this sentence : 'windows could not complete the installation restart' then they want me to restart my computer. But it just comes back every time I restart it. I can't find the cd that came with the computer when I bought back then. Is there a way to solve this problem?

First you need to eliminate a failing hard drive as being a possible cause, then take it from there depending on the test result.
You'll need to make a boot CD containing the drive manufacturer's disgnostic software for DOS, then boot your PC from that CD.
