How does ram affect framerate?

I am wondering why my framerate is lower than i think it should be. I am playing on an hp envy.
my specs
3.7 ghz a10 6700,
12 gb ram
Geforce GTX 780
I'm wondering why, even on low to medium settings, i rarely get framerates over 60 when i play games like borderlands 2? is it my ram? Or could it be that my motherboard only has pci 2.0, which would limit the graphics performance?
 
What resolution do you play at?

You have a very slow CPU, which will bottleneck a 780 quite often and probably is the reason for the low FPS. I'm not certain how the A10 measures up exactly, compared to these other chips, but the AMD APU's are weak on the CPU side of things and it seems Borderlands 2 likes a fast CPU by the looks of this chart.

Yeah as the other guys have said, your PC is fine! It's probably just crap drivers. Make sure that all your drivers and Windows software are up to date. You might want to run a virus scan incase there's something else dropping your framerate. Also, you should check if there are any random things opening at startup, and you should perform a disk cleanup & defragment. :)

He says his board only supports 2.0, not 3.0

okay, then in bus interface, it should be written PCI-E 2.0@16 2.0

2.0 and 3.0 pcie version actually give you almost same result..
because none of graphics card that available today can utilize all of pci-e 2.0 bandwith..

I play with everything on high. And i do have the physx on so that is probably dropping it a bit too. But looking at the stats for the 780, I think the majority of the issue is probably the cpu since i have the latest drivers
