PC won't shut down

I can't figure this out. For whatever reason my pc won't shut down, just the display. When I shut it down via start/shut down the screen goes black, but all my fans (cpu, gpu, psu, chassis) stay running as does my cpu, and optic drive. The only thing that seems to turn off is my TV tuner card.

I've checked to make sure windows is set to turn off in power management settings. I've updated the bios, I've cleared the CMOS, I've tried playing with bios settings.

I've tried a different PSU. As well as a different board of the same model. First board was RMA'd do to a faulty ram slot, however it too exhibited the same problem. I've also tried unpluging everything but the bare essentials.

This is my first build, so Im lost beyond belief. My only other guess is possibly an OS issue.

If anyone has any ideas, please do share. Also, if there is a better sub forum that I should post this in, please let me know. I wasn't sure where it belongs.
