PC Reboots At Windows Load Screen

I just recently installed a new motherboard and then had to swap it out for my old one after finding out that it was DOA. After reconnecting all my old components, I cannot boot to Windows anymore. I have an SSD that contains Windows 7 and a HDD that has Windows 8 pro installed. Every time I boot my PC, I have the option to select which OS I would like to load. I tried the SSD and it gets to the Windows screen that says, "Starting Windows" and then my PC immediately reboots and goes through POST again. Not sure what to do about this as I have also tried the Windows 8 OS on the different HDD and it does the same thing, when the blue Windows 8 logo appears my whole PC reboots to POST.

I tried pressing F8 to access Safe Boot but it reboots as soon as I select that, same thing with Load Last Known Good Configuration as well as any other option I try to load from the F8 key.

Frustrated after this, I tried putting in my Windows 7 Ultimate recovery DVD and it gets to the part where it says Windows is Loading files with the white loading bar at the bottom of the screen. The screen then went blank and completely froze. I tried popping in the Windows 8 pro CD that has the OS and recovery tools on it. It loads up the blue Windows 8 logo and then displays a blank screen and freezes. It seems I cannot load any sort of Windows platform and I really need to get my HDD's and SSD working again soon.

Any ideas guys?

Usually, restarting is bcoz of OS crash,RAM faults HDD error etc.Though, the chance of a weak PSU can never be neglected. But seeing that your problem wasn't fixed by removing the GPU from system,I don't assume it's power related.Anyway,a chance is a chance.Try using another PSU.
And about the SSD working on the other PC,just make sure that's the boot drive in BIOS and try loadin the OS.

I've attempted to do a fresh OS install of Windows. But every time the cd loads it just freezes when the screen is black with the white loading bar at the bottom. It gets to the end of the loading bar and doesn't do anything from there. I've let the PC sit for 2 hours waiting for something to happen with the install disc.

I doubt there's something wrong with your RAM sticks. If you have more than one,try running with one stick (If it be enough for running the installation) or try to run the installation after removing all the sticks and placing them again.

I have already tried that. I also tried removing my GTX 660 card from the case. I have an old GTX 460 laying around, should I try using that card and see if that works?

I should probably post specs.

Here's my current build with the issues:
EVGA 680i sli motherboad LGA 775
MSI twin frozr GTX 660 OC edition
2TB Seagate Barracuda
250GB Samsung 840 Series SSD
Intel Core 2 Quad Q6600 @ 2.4 GHz no Overclock
Seidon 120M CPU water cooler

I just bought a Z77x-U3DH from Microcenter last night with an i7-3770k and was wondering if I should swap the boards and see if it will boot on that. I am currently backing up my SSD to my 2TB HDD and am going to reformat it and install Windows 7 again.

Well,I'd suggest running the PC with onboard graphics instead if swapping cards.Well,if you have that board and cpu with you,try the ssd and hdd on that. And you say you're gonna reformat the ssd? So you haven't tried that yet?

No haven't been able to do anything with my SSD as my computer won't boot past the "windows is starting" screen without restarting itself. I'm currently at my school and using the machine we built here to back it up and reformat it. When reformatting, what all do I need to do for the SSD or do I just treat it like it is a HDD?

I'll go ahead and gut my machine tonight and try out the new board and CPU and post results if I can get past the boot logo.

So I reformatted the SSD and it is now running a clean install Windows 7 Professional N 32-bit. Tonight I will try to boot it up from the old mobo. If that doesn't work then I will take the 680i mobo out and place the new Gigabyte board in and try to boot up from that. The HDD I'm not too worried about, but I really hope the SSD will still boot fine on the new board. I also used the (WET) Windows Easy Transfer to backup only my documents and personal files/settings, didn't need a whole disk clone.

EDIT:

Is there any possiblity that this might not be a graphics card or mobo problem, and it could be something to do with the PSU?

Well, none of that worked. I ended up getting a whole new mobo, cpu, and ram. Now it works fine.
