Refurbished laptop drivers

Just bought a refurbished laptop with a fresh install of windows 7, however there are lots of drivers missing. Shouldnt they be installed before selling ?

If it's a new PC from retail then yes, in most cases, all drivers should be installed though, often outdated and then 15 more programs that you have no usage of. But you can just google the drivers and install the latest ones.
