what is stopping my computer from booting? memory or board?

My computer powers up (everything seen to be ON inside) but no boot and no beeps. So I took all ram sticks out and test each stick at different slots but still no luck. When i don't put any ram sticks then computer beeps, indicating no ram sticks inserted.

I also reset cmos but still does not boot.

There's a RED LED light for memory so is it a memory problem?

motherboard: asus p8p67 LE

Can anyone help please? Much appreciated

I tried to boot with everything unplugged but just power and monitor plugged. that didn't work. There's a BEEP if it boots

There's a button on board that can tune the memory (it loads and tests failsafe memory settings). I checked the manual and pressed that button for tuning but it still showing RED LED light.

I checked the manual but it doesn't say what RED LED (DRAM LED in manual) light means
