Windows 8 issues with recovery, reinstalling and restarting

Hello everyone, my little 12 year old cousin has an Acer Iconia W3-810 tablet with Windows 8 (this is a full version of windows 8) on it. Recently he went on a bunch of sites that I guess filled his computer with malware, viruses, trojans whatever you want to call it and it was acting very strange

I ran malwarebytes and it found 219 objects, I removed them and it prompted me to restart my tablet which I did .. now I am stuck in an endless loop of "diagnosing your PC for problems" and windows will not boot up.

I did a system restore to get back into Windows and I figured hey might as well reinstall windows. Recently the tablet was updated from windows 8 to windows 8.1, so i went to reinstall windows and it tells me to insert media. Even though there is back up partition it wont reinstall windows unless I put a media.

I can't even refresh the tablet or do any of the options I always get prompted to insert the media. I have no idea what to do. I either wanna reinstall (reformat) Windows 8 completely or remove the malware with malwarebytes and be able to reboot the tablet

I'm stuck here and have no idea what to do, Microsoft and Acer were extremely unhelpful on the issue
