Fan & Temperature Problem

Hey there guys. I finally got my new system built after some trouble and have a question or two that I'm curious about before I switch over to it for constant use over this computer. I have an AMD 8350 stock with the stock cooler, AMD R9 280X OC'd from Gigabyte, and a Corsair 300R (fans are why it's listed here.) My main problem is when I'm idle not doing much I sit around 30 - 45C. Then I decided to launch Rift and max everything out to see how it'd run. It ran flawlessly with 45 - 60 FPS, but my fans kept getting progressively louder and louder. I then exited and checked temperatures again, and it was saying I was at 20C which sound ridiculously low to me. So my questions are, are these temperatures safe and were the fans safe even though they were getting louder and louder? I did check the temperatures through HWMonitor.

Prime95:

on the menu, there is an "Options"

Options -> "Torture Test"

It should prompt you with a window, with four selectable bullet points: Small FFTS, in-place large FFTs, Blend, and Custom.

Small FFTs is good enough for stressing your CPU. Hit okay, and it should start.

I'm thinking it is the CPU fan. Are the low temperatures something to worry about? I'm maxing out at 45C when I put the computer under a load

Currently HWMonitor as it seems to be suggested by most people. I just maxed out Trine 2 (this game seems to be really intensive) while in a Skype call and had no lag at all. But even the temperatures of the CPU and GPU are not going over what they should be at idle. It doesn't make any sense to me

Get ahold of Prime95; it's a program that is meant to put your CPU under load, convenient and consistently.

Run it for at least 15 minutes, and while it is still running, take a screen shot. (or record all pertinent temperature numbers.) Compare the numbers to when sitting at idle.

That should give us enough info to sort things out.

I could not get it to work right no matter what I clicked. Is there anything else that will do the same? I just finished running 3D Mark and it says my CPU temperature maxed out around 50C and my GPU maxed around 70C.
