Is there anyway i can change the amount of rops active as I flashed my 660 ti to a 670 and it worked but artifacted so is there any waythx

That's because the firmware is tailored towards the chip itself (GK104) rather than the marketed name of the card (GTX 670). The GTX 660 Ti, GTX 670, GTX 680, GTX 760 Ti, and GTX 770 all use the same chip, GK104. The firmware is used to control programmable features such as the clock generators, voltage levels, fan speed, etc... It may describe the capabilities of the chip, which may result in a GTX 660 Ti reporting itself as a GTX 670, but this has no impact on the functionality of the chip. The exception of course is if the firmware is used to reprogram the microcode, as was the case with the first run of HD 6950s.
Generally no. Functional parts of chips that have been disabled are typically disabled in either non-reprogrammable microcode or are physically cut with a laser.

A notable exception to this is the first run of Radeon HD 6950s which were full HD 6970s with part of the GPU locked out in firmware only.
